"Sexual contact", that is, non-penetrative sex, defined as "the intentional touching of a person's intimate parts, whether immediately or through clothing, to arouse or to gratify the sexual needs of any person" isn't permitted with children under 16, but a close-in-age exemption allows those aged at least thirteen to engage in such acts with partn
